Merton Libraries has transformed every children’s library in the borough into a vibrant, immersive Sensory Library, ensuring children and young people with special educational needs and disabilities (SEND) can engage with books, play, and learning in ways that feel comfortable, joyful, and tailored to their needs.

Originally developed through Arts Council England funding, the project reimagined traditional library spaces as themed sensory environments – from Arctic landscapes and deep‑sea worlds to jungle adventures and outer space. These spaces incorporate tactile elements, gentle sounds, sensory play, and adaptable lighting to support children who may find conventional library settings overwhelming.

Alongside the physical transformation, the Sensory Libraries programme introduced:

  • Specialist SEND book stock, including tactile, braille‑paired and sensory‑friendly titles
  • Adapted toys and communication devices available to borrow for free
  • Dedicated multi‑sensory events and activities designed to support communication, confidence, and imaginative play
  • Comprehensive staff training in SEND awareness and inclusive practice
  • Expanded partnership with special schools, ensuring early and sustained engagement

Impact

The Sensory Libraries have had a profound impact on families across Merton:

  • Increased participation: Children who previously felt excluded or overwhelmed are now regular visitors, taking part in sensory‑led activities, exploring themed spaces, and borrowing resources designed with their needs in mind.
  • Improved confidence and communication: The multi‑sensory environments help children interact, play, and engage with stories in accessible ways—boosting literacy, social skills, and enjoyment of reading.
  • Greater social inclusion: Families report reduced isolation, with welcoming spaces that encourage connection, peer support, and a sense of belonging.
  • Stronger community partnerships: Special schools, community organisations and volunteers now collaborate regularly with the library service, embedding inclusive practice across the borough.

Merton’s Sensory Libraries demonstrate how public libraries can remove barriers, celebrate difference, and create meaningful cultural access for every child. By centring sensory needs and inclusive design, the service has redefined what a modern children’s library can be — playful, imaginative, supportive, and truly for everyone.
